Chemical and petrochemical plantsThe need to secure chemical plants and petrochemicals plants from saboteurs, terrorists, disgruntled employees or ex-employees, and others has never been greater. The exact chemicals being processed or stored at a plant determine how much at risk local populations and employees are. Since Sept. 11, 2001, the chemical industry has made tremendous strides in improving the security of its facilities, infrastructure, and Information Technology. Even though national security regulations remain stalled, American Chemistry Council (ACC) and the Synthetic Organic Chemicals Manufacturers Association (SOCMA) members have completed site vulnerability assessments, and many are now starting to implement security improvements at their plants. Not everything is good news though. The television news magazine, "60 Minutes," found significant security loopholes at chemical plants near New York, Los Angeles, Chicago and Houston in a report aired in November of 2003. Reporters found an open gate near an anhydrous ammonia facility and no particular protection for a boron trifluoride storage unit at one facility outside of Pittsburgh, Pa. More disturbing, perhaps, employees didn't take action to remove the reporters from the premises until someone at the plant called the police, who escorted the reporters off the site and cited them for trespassing. Steps are being taken to provide better physical security at U.S. chemical and petrochemical plants, but some plant managers are unable or unwilling to implement new security procedures due to budgetary and internal political issues. An average-size chemical plant can easily spend from hundreds of thousands to millions of dollars on site security.
