Observation Platform

Aircraft, ship or vehicle considered as the carrier of a set of observation devices, as distinct from a weapons platform.

Occupied Facility

A facility where personnel are usually present. Includes maintenance facilities, field offices, administrative facilities, etc. An occupied facility may not at any given time have personnel present.

Office of Homeland Security

New agency headed by former Pennsylvania Gov. Tom Ridge, in charge of coordinating the 40 or so federal agencies with responsibilities for protecting the nation against terrorism and investigating acts of terrorism. See Department of Homeland Security (DHS).

Offset

The distance on the ground surface, measured from either the transmitter or the receiver in the direction of the line of sight, in which an intruder can crawl, undetected, under the beam of a microwave sensor. See Microwave Sensor.

Omnibus Diplomatic Security and Antiterrorism Act of 1986

Legislation passed in 1986 that established the Bureau of Diplomatic Security within the State Department and that also urged the Secretary of State to take all necessary actions to ensure the security of US diplomats. The act pointed out the vulnerability of US facilities and US nationals abroad and the need to protect them. Open Bomb

Bomb in which all of the component parts are visible to the naked eye. Also called a straight bomb. See Bomb.

Operation Enduring Freedom

Name for the US-led counter-attack on terrorism. Originally called Operation Ultimate Justice, it was changed after Islamic clerics objected to the name on the grounds that ultimate justice can only be dispensed by Allah.

Optical Turnstile

An access control system without barriers that will allow entry into a controlled area based on authorization to enter. Individuals attempting to enter without authorization will set off an alarm and us usually accompanied with a CCTV system connected to a central station to assess the unauthorized entry and determine a proper response.

Ordnance

Weapons, ammunition, or other consumable armament. See Ordnance and Explosives.

Ordnance and Explosives

Bombs, guided missiles, artillery projectiles, mortars, rockets, antipersonnel and antitank mines, grenades, sea mines, and torpedoes designed to cause damage to personnel or material through explosive force, incendiary action, or toxic effects. See Bombs, Explosives, Grenades, Mines.

Outdoor Storage Sites

An open location selected within an explosives area or location for storage of explosive items or components.

Outside Perimeter

A line of protection, such as a fence, surrounding but not immediately adjacent to the structure or area under protection. See Perimeter, Perimeter Defenses, Perimeter Security.

Overpressure

The amount of pressure above normal atmospheric that accompanies a blast wave. Peak overpressure is the maximum value of overpressure at a given location; it is usually produced at the moment the shock or blast wave reaches that point. The peak overpressure associated with deflagrations inside closed vessels can be as high as 10 times the initial pressure. See Blast Wave.

Overt Threat

A terrorist act that is done out in the open without regard to possible discovery. See Terrorist.
