Vantage Point

A location that is usually hidden from view that provides a clear line of sight to a potential target.

Vehicle Barrier

A movable or stationary object that is designed or tested to resist the impact of a specific sized of vehicle traveling at an established speed. See Anti-Ram Vehicle Barrier.

Vehicle Borne Improvised Explosive Device (VBIED)

A truck bomb or car bomb carrying an explosive device that is home made, improvised. Suicide versions of VBIEDs are referred to as SVBIEDs. See Corrugated Metal Revetment.

Vehicle Stopper

A device that disables a target vehicle whether stationary or mobile through nonviolent means. Though the optimum situation is to utilize equipment that does not need direct contact with the vehicle, contact with the vehicle is acceptable. Fixed versions are installed in static positions (although the equipment may itself be trans portable); tactical versions are employed by mobile security elements. Velocity of Detonation

The velocity at which a detonation progresses through an explosive. The speed of the detonation wave in an explosion. See Blast, Bomb, Detonation, Explosive, Explosion.

Vertical Rod

Typical door hardware often used with a crash bar to lock a door by inserting rods vertically from the door into the doorframe.

Vibration Sensors

Electronic sensors designed to sense vibrations emitted during forced entry attacks (breaking of glass or penetration of walls or doors). See Buried Sensors, Dual Technology Motion Detectors, Floor Sensors, Microwave Sensors, Motion Detectors.

Victim

A person who has been affected by a disaster. There are three classes of victims: (1) primary victims - those who are affected by the physical impact of the disaster; (2) secondary victims - those who reside within an affected community or on the border of an affected area and suffer economic loss due to the disaster or actions taken by relief operations; and (3) tertiary victims - those who are indirectly affected. Tertiary victims may live in the same country, but not necessarily in the disaster areas. Distribution.

Victim Distribution

A victim distribution plan defines the transport and distribution of victims among neighboring hospitals according to their hospital treatment capacity. Victim distribution plans often avoid taking victims to the nearest hospitals since walking victims will overcrowd hospitals closest to the disaster site. See Victim.

VOIED

Abbreviation for Victim Operated Improvised Explosive Device.

Volumetric Sensors

Electronic sensors designed to sense the movement of people or objects inside a protected area (i.e. microwave, passive infrared and ultrasonic). See Buried Sensors, Dual Technology Motion Detectors, Floor Sensors, Microwave Sensors, Motion Detectors.

Vulnerability

The susceptibility of a population to a specific type of event. Vulnerability is also associated with the degree of possible or potential loss from a risk that results from a hazard at a given intensity. The factors that influence vulnerability include demographics, the age and resilience of the environment, technology, social differentiation and diversity, as well as regional and global economics and politics. An exploitable capability; an exploitable security weakness or deficiency at a facility, entity, venue, or that of a person.

Vulnerability Analysis

A method of identifying the weak points of a facility, entity, venue, specific target, or person to a specific threat. See Vulnerability.
